On its face, proposed legislation allowing neighborhood grocery stores in Seattle to expand looks straight forward, but look at the cornucopia of qualifiers that scream tailor-made law.
If approved, the amendment could result in another plum project for Security Properties and architect Mark Simpson of Bumgardner, who teamed up to do the landmark Epicenter Building, the mixed-use project in Fremont. But we're getting ahead of ourselves.
