Members of the Seattle City Council who support building the $1.96 billion tunnel to replace the Alaskan Way Viaduct said yesterday they want the city to delay signing agreements with the state until after the city reviews bids from the design-build teams competing for the work.
Tunnel supporters said that rather than hindering the project, delaying the agreements actually gives assurances that the project is moving ahead.
