SEATTLE — The Metropolitan King County Council agreed on Monday to extend a waiver of the county's procurement rules in order to prevent delays on the Brightwater Treatment Plant project.
The extension will allow the county to bring on a new contractor to complete the BT-3 tunnel, part of the 13-mile-long conveyance system that will carry treated wastewater from the plant to a new outfall in Puget Sound.
